「優秀外國青年來台蹲點計畫(TEEP)」宜蘭大學機械及機電系陳正虎教授與越南胡志明工業大學共同指導台越大學學生研習無稀土高效率馬達技術。

       教育部推動的「優秀外國青年來臺蹲點計畫(Taiwan Experience Education Program, TEEP)」持續展現國際吸引力。今年共有55所大專校院參與,推出514項特色計畫,涵蓋半導體、人工智慧、醫學、生物科技、綠能永續等我國重點產業與學術領域。透過短期研究與實務體驗,來自世界各地的青年不僅走進臺灣的實驗室與產業現場,更進一步理解臺灣高等教育的多元能量與產業鏈結。

       自104年開辦以來,TEEP已經吸引來自超過40個國家、累計逾4,500餘名國際青年來臺。這些國際青年透過2至6個月的短期蹲點,與臺灣師生、產業共同進行專題研究、技術實作與文化交流,建立起跨國合作網絡。許多學員更在完成計畫後,選擇來臺攻讀學位,成為臺灣「攬才留才」的重要基礎。

       宜蘭大學機械及機電系陳正虎教授協同胡志明工業大學教授及國內產業專家共同指導雙方大學學生研習無稀土高效率馬達技術,近年來更建立跨國移地教學口碑,已有6名越南學員宜蘭大學攻讀碩士班,另於越南舉辦APEC TEEP同學會,提供越南學生來臺學習及就業諮詢。此外,國立中正大學金屬3D列印與智慧製造實習,吸引歐美青年參與跨國研發,展現臺灣製造業與工程教育的深厚實力;高雄醫學大學則設計臨床研究與醫療實習,邀請來自馬來西亞與印度的青年投入醫療團隊,強化醫學專業與跨文化交流;臺灣科技大學、中山大學則在工程技術、海洋研究方面推出特色方案,均凸顯臺灣在多元領域的國際競爭力。

       教育部推動TEEP計畫,已不僅是一項短期交流計畫,而是我國「國際人才培育」的前哨平臺。這些國際人才未來若選擇來臺攻讀學位、投入研究,甚至畢業後留在臺灣工作,將為我國產業發展與社會活力注入新的能量。

       國際學生也分享心得。來自泰國Patsakorn Watcharapongphan(淡江大學TEEP學員)表示:「在臺灣的研究過程讓我不僅學到專業技能,更感受到臺灣的友善與多元文化,這讓我考慮繼續留在臺灣深造」。來自捷克Lucy(在東華大學TEEP學員)則指出:「與臺灣教授和同學一起完成專案的經驗,讓我看到臺灣在技術研發與教育上的實力,這對我未來的職涯很有幫助。」

       展望未來,教育部將持續透過 TEEP 結合「攬才、留才」的國家重點政策,吸引更多優秀國際青年來臺深耕,並透過與產業的緊密合作,讓臺灣成為國際人才培育與匯聚的重要基地。
 

  The Ministry of Education's Taiwan Experience Education Program (TEEP) continues to demonstrate strong international appeal. In 2025, 55 universities and colleges across Taiwan are participating in the initiative, offering 514 specialized programs covering key fields such as semiconductors, AI, medicine, biotechnology, and green energy. Through short-term research and practical training, international students gain firsthand experience in Taiwan’s labs and industries, while deepening their understanding of Taiwan’s diverse higher education and industrial strengths.

  Since its launch in 2015, TEEP has welcomed over 4,500 international youths from more than 40 countries. These 2–6 month placements promote academic collaboration, technical skill-building, and cultural exchange, often encouraging students to return for degree studies and careers in Taiwan—supporting the nation's talent attraction and retention efforts.

  Notable projects include rare-earth-free motor research led by National Ilan University in collaboration with Vietnamese institutions, resulting in cross-border education and multiple Vietnamese students enrolling in graduate programs in Taiwan. National Chung Cheng University’s metal 3D printing internships have drawn students from Europe and the U.S., while Kaohsiung Medical University’s clinical programs have engaged students from Malaysia and India in real-world healthcare settings. Programs at Taiwan Tech and National Sun Yat-sen University further highlight Taiwan’s strengths in engineering and marine research.

  TEEP participants have shared positive feedback. A Thai student at Tamkang University noted that the research experience and cultural diversity in Taiwan inspired him to continue his studies here. A Czech student at National Dong Hwa University expressed that the collaborative research helped advance her career goals and highlighted Taiwan’s academic excellence.

  Looking ahead, the Ministry of Education will continue to promote TEEP as a key platform aligned with national strategies for cultivating and retaining global talent, while deepening ties between education and industry. Taiwan is steadily becoming a vital hub for international talent development.
