本校與日本公立千歲科學技術大學簽署合作備忘錄及學生交換協議拓展國際合作新篇章

國立宜蘭大學今（16）日下午與日本公立千歲科學技術大學於本校行政大樓舉行合作備忘錄（MOU）及學生交換協議（SEA）簽署儀式。千歲科學技術大學校長宮永喜一親自蒞臨簽約現場，並邀請其校內多位師長線上參與，共同見證這項具有意義的合作里程碑。

公立千歲科學技術大學位於日本北海道千歲市，專注於理工領域的教育與研究，致力培育兼具專業能力與健全人格的人才。該校重視與地方社會共生發展，秉持「知識回饋社會、人格陶冶」的創校精神，推動學術與產業的連結與國際合作。

簽署儀式中，本校校長陳威戎致詞時熱烈歡迎宮永喜一校長親臨蒞校及線上與會的貴賓。他表示，今年1月曾於菲律賓與宮永校長會面，今日能在宜蘭再次相聚並正式簽署合作備忘錄，深感榮幸與欣喜。陳校長進一步指出，本校各學院與系所發展已臻全面，與千歲科學技術大學的學術領域能充分對接，期待雙方未來能在學術研究與學生交流上展開實質合作，並誠摯邀請宮永校長於明年出席國立宜蘭大學百年校慶，共同見證雙校友誼的新里程。

千歲科學技術大學校長宮永喜一亦於致詞中表示，千歲科學技術大學是一所年輕且充滿活力的學校，創校至今27年，一直以來專注於化學及環境工程等領域的教學與研究。此次與國立宜蘭大學簽署MOU，象徵著雙方合作關係的起點，相信未來將能促進兩校在國際學術交流與學生發展上的持續成長與深化。

簽署儀式後，宮永校長一行亦參訪本校工學院、電機資訊學院及生物資源學院，由各院分別介紹學院特色與研究方向，雙方就未來合作領域進行意見交流，氣氛熱絡。此次簽署不僅象徵雙方未來在學術交流、師資合作等面向的深度連結，也將為學生帶來更多海外學習與跨文化交流的機會，擴展國際視野。

NIU Signs MOU and Student Exchange Agreement with Japan’s Public Chitose Institute of Science and Technology to Expand International Collaboration

National Ilan University (NIU) held a signing ceremony this afternoon (October 16) at the Administration Building to conclude a Memorandum of Understanding (MOU) and a Student Exchange Agreement (SEA) with Japan’s Public Chitose Institute of Science and Technology (CIST).

CIST President Dr. Yoshikazu Miyanaga personally attended the ceremony, accompanied by several faculty members who joined online to witness this meaningful milestone in academic cooperation.

Located in Chitose City, Hokkaido, Japan, CIST focuses on education and research in the fields of science and engineering. The university is dedicated to cultivating students with both professional competence and strong character. Guided by its founding spirit of “contributing knowledge to society and fostering personal integrity,” CIST emphasizes co-development with the local community and actively promotes academic–industrial collaboration and international engagement.

During the ceremony, NIU President Dr. Wei-Jung Chen warmly welcomed President Miyanaga and all online participants. He noted that he had met President Miyanaga earlier this year in the Philippines, and it was an honor and a pleasure to meet again in Yilan to formally sign the agreements.

President Chen further emphasized that NIU’s colleges and departments have achieved comprehensive development, with strong academic alignment to CIST’s fields. He expressed hope for substantial cooperation in academic research and student exchange in the near future and sincerely invited President Miyanaga to attend NIU’s Centennial Celebration next year to celebrate a new chapter of friendship between the two universities.

In his remarks, President Miyanaga stated that CIST is a young and vibrant institution, founded 27 years ago, and has long been dedicated to education and research in chemistry and environmental engineering. The signing of the MOU with NIU marks the beginning of a new partnership, which he believes will foster continued growth and deepen academic and student exchange between the two institutions.

After the ceremony, President Miyanaga and his delegation visited NIU’s College of Engineering, College of Electrical Engineering and Computer Science, and College of Bioresources, where deans introduced the colleges’ distinctive features and research focuses. Both sides engaged in lively discussions on potential areas for future collaboration. This signing not only symbolizes a closer partnership in academic exchange and faculty collaboration but also opens new opportunities for students to study abroad and experience cross-cultural learning, thereby broadening their global perspectives.
